A TOP CONSULTANTS LTD (ATCL) was found by a group of experienced former Food Environmental Hygiene Department Officers who devoted to promote Food Safety by stabling & implementing of Food Safety Management System in the Trade.

In Year 2005, a new standard ISO 22000 Food Safety Management System – Requirements for any organization in the food chain was announced by International Organization for Standardization. ISO standardized the food safety management requirements that meet the food regulation all over the world. The ISO 22000 requirement can be applied too all organizations in food chain, from feed producers, harvesters, producers of ingredients, food manufacturers, retailers, food services, catering services, transportation, storage and distribution services to packaging material, and other food contact materials.

Once the new standard was announced, local authority the FEHD also showed their support through implementing a set of revised procedures for licensed food premises that have fully implemented the food safety management system under ISO 22000 and obtained the ISO 22000 certification from the authorized accrediting body in February 2007.

Therefore, our Director, Mr. Arist WONG considered the public interest and the trend of food safety, A TOP was established to assist the food business to fulfill the public interest and current policy of FEHD in Year 2008.

Mr. Arist Wong, a former experienced Health Inspector in the Hong Kong Government, is the founder of A Top Consultants Limited. Mr. Wong also is the founder of Arts & Design Consultancy Ltd (A&D)which has been awarded the ISO 9001:2000 Certificate - "Provision of Design and Consultancy Services for Food Premises Licensing" granted by the Hong Kong Quality Assurance Agency (HKQAA) since 2003. A&D's client database has steadily surged over 2000 by the end of 2005 and still going strong. Clients include eminent food establishments, hotels, chained food factories and restaurants.

In view of important of food safety and hygiene in Hong Kong, Mr. Wong founded A Top Consultants Limited and concentrates on the service of food safety management system.

His profound knowledge in marketing analysis and operational tactic implementation has enhanced his consultant company to emerge as a robust and reputable entity. His conciliatory skills coupled with shrewd arguments have amicably resolved myriad thorny problems arising from government departments during licence applications. Under his leadership, the company strives to provide quality service to the customers and suit their needs. Our Company is a member of the Hong Kong Federation of Restaurants & Related Trades (香港餐飲聯業協會) and Mr. WONG is appointed as Director of the Licensing Regulation Committee (食物安全及衛生委員會) of the Federation.

Mr. Chong, a former Chief Health Inspector in the Food and Environmental Hygiene Department. He is keen on project management in his years of government services and handled big projects involving millions of dollars. He also oversees our project teams in working and in maintaining the quality of services.

Ben Tsui

Mr. Benedict Tsui has been serving a variety of food manufacturers and catering services providers in Hong Kong for more than 9 years with extensive knowledge and practical experience in establishing, implementing and maintaining management systems including HACCP, ISO22000, ISO9001, Halal, etc. He is one of registered ISO22000:2005 approved auditors under International Register of Certified Auditors (IRCA), and he has been working with United Kingdom Accreditation Service (UKAS) accredited certification body to provide food safety certification services to clients from China, Hong Kong and Singapore.
